Encina Power Plant
Carlsbad - There are two competing ocean desal plant proposals using the Encina
power plant intake.  Both proposals are co-located and plan to use the cooling water from
the power plant, which uses once-through cooling (OTC).

There is a hearing by the San Diego Regional Water Quality Control Board on August 9th
for Encina's NPDES renewal permit.
Poseidon Resources and the City of
Carlsbad

Poseidon is proposing a 50 MGD desal
plant.  They are also currently running a
pilot plant at the site.  

The City Council voted 4-0 on June 13th to
certify the EIR.

The hearing by the San Diego Regional
Water Quality Control Board for Poseidon's
discharge permit has been delayed until
August 9th.
San Diego County Water Authority
(SDCWA)

The SDCWA is proposing a 50 MGD desal
plant with future expansion of 30 MGD.  They
opened and closed the public hearing to
certify their EIR and delayed the vote until
their next meeting July 27th at the SDCWA
offices.
