  • HR 1071 - Desalination Drought Protection Act of 2005  (Davis, CA) March 2005
  • This bill would authorize the Secretary of Energy to make incentive payments of 1) $200
    million for the next ten years for water produced by new desalination plants and 2) $10 million
    for research and development.  This money will come out of the budget for renewable energy.  
    The bill is currently in front of the Energy and Commerce Committee.
  • WE OPPOSE unless amended

  • S 1016 - Desalination Water Supply Shortage Prevention Act of 2005 (Martinez) May 2005
  • This bill would authorize the Secretary of Energy to make incentive payments of $200 million
    for the next ten years for electricity used to produce water by new desalination plants.  The bill
    is currently in front of the Energy and Natural Resources Committee.

  • S 1860 - Energy-Water Efficiency Technology Research, Development, and Transfer Program Act
    of 2005 (Domenici) October 2005
  • This bill would amend the Energy Policy Act of 2005 to improve energy production and reduce
    energy demand through improved use of reclaimed water

  • S 811 - Water Desalination Act of 1996 (Sen Simon) October 1996
  • This bill authorizes the Secretary of the Interior to conduct studies regarding the desalination
    of water and water reuse.   

  • HR 3660 - Reclamation Recycling and Water Conservation Act of 1996 (Hansen) October 1996
  • This bill authorizes research and development of desalination in the city of Long Beach
California State Bills:
Proposed

  • AB 1168 - Drinking Water Standards (Saldaña) February 2005
  • The bill would require the Department of Health Services to 1) confirm that ocean water
    desalination facilities adequately remove contaminants and provide safe drinking before
    issuing a drinking water permit and 2) to review chemicals specific to ocean water
    desalination source waters that are not currently reviewed under drinking water operating
    permits.
  • Passed the Assembly and the Senate then vetoed by Governor Schwarzenegger (Oct. 2005)
  • WE SUPPORT because it would require that potential contaminants in desalinated ocean
    water be studied before issuing a drinking water permit

  • ACR 84 - Ocean Water Desalination (Waters) August 2005
  • This bill would outline support by the legislature for 1) desalination to be part of the state
    water supply where economically and environmentally appropriate and 2) state policy that
    would ensure that state agencies, administrators, and regulatory bodies to consider the
    impacts of their decisions on the future viability of desalination projects and the disposition
    of potential ocean desalination sites and facilities

  • This bill authorizes the Department of Water Resources to 1) study ocean water desal, 2)
    provide assistance to people seeking to construct ocean Desal, 3) finance, construct, and
    operate ocean desal plants upon approval, and 4) evaluate the connection between
    electricity and water policies as they relate to ocean Desal
  • AB 314 - (Kehoe) August 2003
  • This bill declares that desalination projects developed by or for public water agencies 1) be
    given the opportunity for state funding and 2) follow all applicable state environmental
    protection policies.
